ConnectVirginia HIE Program Manager

Job Function

The Program Manager provides direction and leadership toward the achievement of ConnectVirginia’s mission, values, strategy, goals and operation. The Program Manager must understand the complexities of Health Information Exchange, stay abreast of the national and state landscape as it continues to change and incorporate innovation in the successful evolution of statewide HIE. The Program Manager will play a key role in business development, stakeholder engagement and sustainability planning. The Program Manager will be responsible for assuring that the deliverables related to ConnectVirginia HIE are met on time and on budget. The Program Manager will report to the ConnectVirginia HIE Board of Directors and to Virginia Health Information’s Executive Director.

Duties and Responsibilities

Job Duties and Responsibilities include but are not limited to:
  1. Ensure that deliverables are met on time and on budget
  2. Provide, or arrange for, support to the ConnectVirginia HIE Board of Directors, its committees and advisory groups
  3. Provide leadership in developing the statewide HIE and serve as the representative of ConnectVirginia HIE in external affairs
  4. Establish effective reporting mechanisms for ONC, VDH, VHI management and the ConnectVirginia HIE Board of Directors to ensure proper oversight and monitoring of performance
  5. Be responsible for working with vendors providing services through subcontracts or otherwise to ensure that their work is completed on time, on budget and is acceptable to ConnectVirginia HIE
  6. Work with the ConnectVirginia Board and VHI to manage key aspects of ConnectVirginia HIE including Governance, Legal and Policy, Communications, Finance, Business/Technical Operations, Technical Infrastructure and Evaluation/Metrics
  7. Provide leadership in developing the program, organizational and financial plans
  8. Develop and leverage effective relationships with partner organizations and stakeholders, potential new participants and government officials
  9. Assure the Statewide HIE and its mission, programs, products and services are consistently presented in a strong, positive image to relevant stakeholders, including the public
  10. Promote a culture of openness, accountability, empowerment, collaboration, and innovation throughout ConnectVirginia HIE
  11. Work with VHI management to set the implementation and operational targets and ensure that these are effectively communicated and accomplished
  12. Represent ConnectVirginia HIE at state, regional and national conferences and ensure that in all communications, ConnectVirginia HIE’s mission, programs, products and services are consistently presented in a strong, positive image
  13. Be responsible for leading the development and maintenance of on-going business and sustainability planning


  • Bachelor's degree in information systems, business administration, computer science or related field and Master’s degree in business administration or healthcare administration
  • Significant and proven leadership skills
  • Significant knowledge of Health Information Exchange, healthcare data and healthcare information technology
  • Must demonstrate the ability to conceptualize long-term business goals and align information technology needed to accomplish those goals
  • Must be visionary, strategic, trustworthy, diplomatic, understanding and innovative
  • Excellent communication skills in order to make effective presentations to diverse levels of healthcare executives, clinicians, government officials, the public and others
  • Must be able to identify, assess and remediate problems/risks in the process of large systems implementations
  • Knowledge of state and federal regulations as they relate to healthcare and healthcare IT
  • Works well in a team environment with VHI staff, ConnectVirginia Board and external stakeholders
